When falling concrete powder is positioned above flowing water without visibly touching it, it transforms into concrete. They disregard the water's height, as outlined in MC-150455 or MCPE-46074. In the provided video, if the water beneath the concrete powder were a source block, the process would function correctly, but this is not the case. As a result, the concrete powder transforms into concrete prematurely.
