The F3+T shortcut to reload resources does not work in the main menus

      Pressing F3+T to reload resources in the main menu isn't possible, which poses a challenge when editing an enabled resource pack. Each major or minor change requires a resource reload for the adjustments to take effect, meaning that without the F3+T shortcut, the workaround involves either disabling and then re-enabling the resource pack, or entering a world and then using the shortcut. Both are tedious, and unnecessary.

      Steps to Reproduce:

      1. Enable a resource pack (if you do not have any, a 'dummy' pack is provided)
        DummyPack.zip
      2. Enter the game's homescreen
      3. Press F3 + T to reload assets

      Expected & Observed Results:

      - The hotkey does nothing, and no assets are reloaded
      - The hotkey would properly reload all of the games assets
