Gray background is used inconsistently for different UI screens

      There is an inconsistent usage of the darker gray background on certain screens.

      Steps to Reproduce:

      Explore different screens in the game, observe whether the gray background is present or not.

      Expected & Observed Results:

      - Different screens do, or do not use the gray background.
      - All screens would either use the background or not.

      Screenshots/Videos:

      The clearest example of this is the 'Controls' and 'Mouse Settings' which both the same amount of buttons, yet one has the screen, and one doesn't.

      Notes:

      First it was assumed that the gray background was used when screens were big enough to require a scroll bar or when they feature more buttons, but when exploring other screens I had found that logic did not apply. Some are small and did not feature a scroll bar, but did have the gray background. Currently, it's unclear what constitutes when the gray background.

      Table Notes:

      1. This screen doesn't have buttons, but uses the background individually for the player's current resource packs.
      2. These screens include buttons, but also feature a unique header and link outside the game. They are not exactly comparable to other settings screens.
      3. This screen is unique to any other screen in the game, featuring a long line of text explanaing data usage in the game. It is noteworthy that the background of the text uses a completely black background, wether intentional or not.
      4. This screen has no buttons, and instead is used for it's own gameplay mechanic of advancements.
