When the wind charge is thrown at a snow layer it will pass through the layer and the block the layer exists on. It then explodes on the next block after phasing through the one with the snow layer. This also appears to happen with carpet and other similar blocks. The bug appears to be more consistent when the wind charge is thrown at the top side of carpet/snow layer.
