The Bug:

Snow created by snow golems doesn't account for the scale attribute.

The snow that's created by snow golems is always produced as if the snow golem is the default scale.

Steps to Reproduce:

1. Summon a snow golem with a really large scale by using the command provided below.

   /summon minecraft:snow_golem ~ ~ ~ {Attributes:[{Name:"minecraft:generic.scale",Base:10}]}

2. Wait for the snow golem to begin moving around.
3. Look closely at the snow created by the snow golem.

Observed Behavior:

Snow created by snow golems doesn't account for the scale attribute.

Expected Behavior:

Snow created by snow golems would account for the scale attribute.
