Some levels of non-"treasure" enchantments are unobtainable through enchanting.

      A non-treasure enchantment-in the context of enchanting-is an enchantment which can be obtained by using the Enchanting Table. There are 33 such enchantment types-102 when levels are distinguished. 3 of these are unobtainable: 

      • Quick Charge III
      • Thorns III
      • Power V

      All are unobtainable because the probability of achieving a modified enchantment level at least equal to the minimum required is 0%. Quick Charge III is unobtainable also because its range of accepted modified enchantment levels is inside out, i.e. the minimum (52) is greater than the maximum (50). 

      To be more specific, the maximum modified enchantment level achievable by a Crossbow, Bow, or Book is 36, well under minimums of 52 (or 50?) required to get Quick Charge III and 41 to get Power V. Also, the maximum modified enchantment level achievable by Armor is 49, just under the minimum of 50 required to get Thorns III.

      To uninformed players, it is communicated that these enchantment types are obtainable through enchanting, encouraging this method over using an anvil and/or trading. The unobtainability of these enchantments betrays this expectation and leads to wasted effort. To informed players, it encourages the use of trading as the next best-now only-method of getting these enchantments. Either situation exacerbates current balancing and anvil mechanic issues.
