The criteria minecraft.used:minecraft.water_bucke should increase when using a water bucket on a fish. Currently its not.

Steps to Reproduce

1. Create a scoreboard for tracking the use of water buckets
2. Catch any fish with a water bucket
3. The score did not increase

If the water bucket is used to set water or filling a couldron the scoreboard increases.
