the scale attibute only has an effect on the largest hitbox

What I expected to happen was...:
all hitboxes and model should change size

What actually happened was...:
the size has only changed on the largest hitbox

the model and the other hiboxes are the same size

Steps to Reproduce:
1. summon an ender dragon or enter in the end
2. display hitbox (F3 + B)
3. execute command : /attribute @e[type=minecraft:ender_dragon,limit=1,sort=nearest] minecraft:generic.scale base set 4 (the value you want)
