      Description:

      Hitting a Phantom in a boat will sometimes hit the boat instead of the Phantom due to its positioning.
      Quitting and rejoining the world will sometimes allow you to hit the Phantom.

      How to Reproduce:

      1. Set the time to midnight and summon multiple Phantoms in boats using the commands provided.
        /time set midnight
        
        /summon boat ~ ~ ~ {Passengers:[{id:"phantom"}]}
        
      2. Equip any tool/weapon that shows the attack indicator when aiming at the Phantom.
      3. Look at each Phantom's hitbox.
      4. Take note for which Phantoms the attack indicator displays and which do not.
      5. Save & Quit the world and rejoin.
      6. Repeat steps 3 & 4 and compare the difference.

      Observed Behavior:

      Each Phantom has a chance to be hittable in boats.

      Expected Behavior:

      All Phantoms should be hittable in boats.
