Items dropped before activating /tick freeze can be picked up

      If you drop an item then go into /tick freeze you will be able to pick up said item.
      Steps to reproduce:
      1: Create a new world with the 1.21 datapack enabled
      2: Drop any item
      3: Enter tick freeze with /tick freeze
      4: You will be able to pick up said item
