The bug

Breezes can't attack or move when there is no land around them and they are on the same height solid block as the player.
However, when both the breeze and the player are in the water, they can attack and move normally.

Steps to reproduce

1. Create a Superflat world.

   minecraft:bedrock,64*minecraft:deepslate,5*minecraft:stone,5*minecraft:dirt,5*minecraft:gravel,minecraft:water;minecraft:deep_ocean

2. Construct a 1x4 land area.
3. Standing on the side of the platform(1x4).
4. Summon a breeze on the other side of the platform(1x4).
5. Switch to Survival mode.

   /gamemode survival

6. Notice that the breeze does not move and attack.
7. Push the breeze into the water.
8. Notice that the breeze's AI is restored and it can move and attack normally.
