The Bug:

The wither effect is given to players standing on wither roses even if they are in creative mode. This is inconsistent with how creative players are immune to other effects, such as being posioned when eating puffer fish. Since MC-197060 was resolved as WAI, it proves this goes against the indended behaviour.

This bug was originally fixed in 18w45a (see MC-137456), but was later reintroduced in 1.19.4-pre-1.

Steps to Reproduce:

1. Put yourself into creative mode.
2. Place a wither rose and stand inside it.
   The wither effect is given to the player despite being in creative mode.

Observed Behavior:

The wither effect is given to players standing on wither roses even if they are in creative mode.

Expected Behavior:

The wither effect is NOT given to players standing on wither roses if they are in creative mode.
