Vines cannot be placed on the top face of blocks despite being placeable on all other sides of a block. 

Steps to Reproduce:

1. Get vines

   /give @p vine 1

2. Attempt to place them on top of a block

Observed Results:

The vines cannot be placed on the top face of a block.

Expected Results:

The vines would be placeable on the top face of the blocks, as they can be placed on all other faces.

Notes:

1. Sculk vein and glow lichen which both share many similar properties to vines, can be placed on any face of a block.
2. This behavior is inconsistent and out of place, leading players to getting unexpected results from trying to place the block.
