Hello Minecraft Team,
I am writing to report a bug I've encountered in the latest snapshot, Minecraft v23w42a. The issue involves the inability to move vertically (up or down) in survival mode unless I switch to creative mode and fly.

 
Steps to Reproduce:

1. Create a new world in the snapshot 23w42a with all experiments enabled.
2. Once in the world, use commands to give yourself the Slow Falling 3 potion effect.
3. Then, give yourself the Levitation 255 potion effect.

 
Expected Behavior:
Normally, with these potion effects, the player should be able to move up and down at a slow pace due to the Slow Falling effect, and the Levitation effect should allow the player to float or rise upward.

 
Actual Behavior:
However, in this snapshot, once the player has both potion effects, they are unable to move vertically at all in survival mode. The only way to move up or down is to switch to creative mode and fly.
