The Bug:

The "Start free Snapshot Realm" element can be selected or remain selected causing its tooltip to erroneously be visible when other interfaces are open.

Steps to Reproduce:

1. Ensure that you have a realms subscription so you're eligible to create a free snapshot realm.
2. Navigate to the realms menu and click on the "Start free Snapshot Realm" element.
3. Hit the TAB key and observe if a tooltip erroneously appears.
4. Take note as to whether or not the "Start free Snapshot Realm" element can be selected or remain selected causing its tooltip to erroneously be visible when other interfaces are open.

Observed Behavior:

The "Start free Snapshot Realm" element can be selected or remain selected causing its tooltip to erroneously be visible when other interfaces are open.

Expected Behavior:

The "Start free Snapshot Realm" element would not be able to be selected or remain selected when other interfaces are open.
