Setting maxCommandChainLength to 0 prevents running any commands

      If you set maxCommandChainLength to 0 you are no longer able to run any commands, including one to reset the gamerule value back to the default.

      This was not the case in 23w40a. You could still run commands from chat in that version even with maxCommandChainLength set to 0.

      I know the gamerule changes from 23w41a were said to relate to functions, but I'm not well versed in how functions work. If this change technically makes sense and I'm misunderstanding please let me know. But I was thinking that not being able to run any command if it is accidentally set to zero is not intended.
