Dispensers can't put an eye of ender into an end portal frame

      Dispensers are unable to use ender eyes and put them into end portal frames.

      Steps to Reproduce:

      1. Place an end portal frame
      2. Put a dispenser down next to the frame, facing it
      3. Put an eye of ender into the dispenser
      4. Activate the dispenser

      Observed Results:

      The eye of ender will be dropped onto the ground as if it was shot out of a dropper.

      Expected Results:

      The dispenser would put the eye of ender into the frame.
