rails generate on air blocks and also rails have no particles

      Rails generate on invalid blocks.

      What I expected to happen was...:
      Rails can only generate on valid blocks

      What actually happened was...:
      They float in the air and make no particles

      Steps to Reproduce:
      1. find an abandoned mine (/locate also works)
      2. find a part of the abandoned mine that has rails on invalid blocks
