In an attempt to make breaking wooden planks faster, I set up a beacon with Haste II. I noticed that my efficiency V diamond axe does not mine faster than 0.1, ever. I thought upgrading it to netherrite would make it faster, but no, it still stayed at 0.1. 

You can replicate it by trying to break wood with an efficiency V Netherrite or Diamond axe while under the effect Haste II.
