Mobs with high jump abilities (frogs, goats), will not be prevented from jumping off of honey blocks when there is carpet or moss carpet on top of them.
In the situation on the left, all three mobs will be trapped by the honey blocks indefinitely. In the situation on the right, the villager cannot jump out, but the frog and goat will quickly jump out.
