Unlike all other flying mobs in the game, bees do not always default to flying when summoned with commands, or spanwed in with a spawn egg.

Steps to Reproduce:

1. Get a bee spawn egg

   /give @a minecraft:bee_spawn_egg

2. Spawn in a bee in midair.

Observed Results:

Occasionally, the bee will fall straight to the ground, to which it will then start flying as expected. (I have noticed this happens more when there is nothing to preoccupy the bee's AI)

Expected Results:

The bee would be summoned in either already flying, or gliding as this is the standard for all other flying mobs in the game.
