Elements within the command block interface are not selected in order when using the TAB key

      The Bug:

      Elements within the command block interface are not selected in order when using the TAB key.

      MC-206182 was recently fixed and this now allows us to navigate between elements within the command block interface, however, the elements aren't selected in order (top to bottom and left to right).

      Steps to Reproduce:

      1. Place down a command block.
      2. Hit the ESC key to unselect the console command field.
      3. Hit the TAB key several times and observe how elements are selected.
      4. Take note as to whether or not elements within the command block interface are not selected in order when using the TAB key.

      Observed Behavior:

      Elements are not selected in order. The current selection cycle of elements is as follows:

      Console Command Impulse Uncondintioanl Needs Redstone Done Cancel O

      Expected Behavior:

      Elements would be selected in order. The expected selection cycle of elements would be as follows:

      Console Command O Impulse Uncondintioanl Needs Redstone Done Cancel
