Unlike most blocks end crystals cant be placed down on blocks with arrows shot on top.

this does not make sense as even placeable entities like boats can be put on blocks with arrows. this may be because arrows would pop the crystal but the same could be said about the boat.

I  am not saying that the boat or other blocks should be made to not be put on arrows only that it is a weird function to have on end crystals. 

This does affect the crystal PvP community and I would be very grateful for this fix as your recent snapshots have PvP related bug fixes.
