Foxes can get stuck under blocks and drown while swimming

      This bug doesn't require fish mobs to happen, but commonly happens when Foxes are fishing in the water.

      To reproduce

      Make a pool with blocks above it in the other half and spawn a fox. The fox will swim under the blocks and drown.
