What I expected to happen was...:
To move 15 blocks like normal In the water with my Riptide 3 Trident

What actually happened was...:
I could only move 10 blocks in the water

Steps to Reproduce:
1. Enchant boots with Depth Strider 3 
2. Enchant trident with Riptide 3 
3. Put on the boots 
4. Go into water
5. Try to move with and without the boots on
