Since the 1.20 update now requires you to upgrade to netherite using a upgrade slate, netherite shovels aren't better than a diamond shovel. So since each upgrade template cost 7 diamonds to upgrade to a netherite shovel the good thing about a netherite shovel durability is gone because now you can just make 8 diamond shovels for the price of 1 netherite one and that causes the netherite shovel to be nothing more than time waster.
