Wither skull is summoned inside the command block

      When I place down a command block and enter "/summon wither_skull" in the command block (note that there are no coordinates) and power it, the wither skull is summoned inside the command block.

      How to reproduce the bug:

      1. Get a command block
      2. Write "/summon wither_skull" and power it

      The wither skull is summoned inside the command block
