Blocks that use cutout rendering handle translucent pixels differently

      Discovered while testing MC-120173.

      The bug

      Blocks which use "cut-out" rendering will render a transparent texture differently depending on whether the block uses mipmapping or not.

      How to reproduce

      A resource pack is attached to this ticket that replaces the blockstates files for glass blocks and glass panes with those of tinted glass, a translucent block.

      1. Download and apply the attached resource pack
      2. Place a minecraft:glass
      3. Place a minecraft:glass_pane
      4. Observe

      Expected results

      Both blocks would appear identical.

      Actual results

      One appears entirely opaque and the other largely transparent.
