      The Bug:

      Random light sources can sometimes generate causing light to not propagate across chunk borders.

      Here are some examples:

      Version: 1.20.1
      Seed: -2673931441407680092
      Coordinates: /execute in minecraft:overworld run tp @s 8430.56 27.13 110.31 -31.90 9.12
      Coordinates: /execute in minecraft:overworld run tp @s -11951.06 -22.00 453.78 379.31 19.31

      Steps to Reproduce:

      1. Generate a world with the seed provided above and teleport to the given coordinates.
      2. Look lighting of nearby blocks.
      3. Take note as to whether or not random light sources can sometimes generate causing light to not propagate across chunk borders.

      Observed Behavior:

      Random light sources can sometimes generate causing light to not propagate across chunk borders.

      Expected Behavior:

      Random light sources would not be able to generate.
