PlayerInteractEvent packet sent twice

      When I listen to the `PlayerInteractEvent` it seems to double-fire only under specific conditions.

      This is assuming I'm using PaperMC, also happens with Spigot.

      I have verified that this issue is not caused by either of them, and that it is an issue with the client.

      The problem in itself is that when a world is created and a player is teleported to it in the same time, it seems to double-send the player-interact event, or specifically the "USE_ITEM" packet, which leads to the event being fired twice instead of once.

      Speaking to PaperMC support, it seems like it is an issue on the client itself and doesn't seem easily fixable server-side.
