The Bug:

Horses, donkeys, and mules can dip their heads down while being tempted by players.

As a result of this issue, the said entity is moderately difficult to guide to a said location because it frequently dips its head down, causing it not to move. One would expect horses, donkeys, and mules to not be able to dip their heads down while being tempted by players.

Steps to Reproduce:

1. Summon a horse and obtain a golden carrot.
2. Hold the golden carrot in your hand so that the horse is tempted by you.
3. Constantly move backward while the horse is tempted and wait for the horse to dip its head down.
4. Take note as to whether or not horses, donkeys, and mules can dip their heads down while being tempted by players.

Observed Behavior:

Horses, donkeys, and mules can dip their heads down while being tempted by players.

Expected Behavior:

Horses, donkeys, and mules would not be able to dip their heads down while being tempted by players.
