The Bug:

Horses and donkeys prioritize dipping their heads down over pathfinding to their lover.

As a result of this issue, the said horse or donkey that dips its head down will stop pathfinding to its lover, and will only begin pathfinding to its lover once again after it has finished dipping its head down. One would expect horses and donkeys to prioritize pathfinding to their lover over dipping their heads down.

Steps to Reproduce:

1. Summon two horses a fair distance away from one another by using the commands provided below.

   /summon minecraft:horse ~2 ~ ~-5 {Attributes:[{Name:"minecraft:generic.movement_speed",Base:0.1d}],Tame:1b}

   /summon minecraft:horse ~2 ~ ~5 {Attributes:[{Name:"minecraft:generic.movement_speed",Base:0.1d}],Tame:1b}

2. Obtain some golden carrots and feed them to both of the horses.
3. Observe the behavior of both of the horses closely as they pathfind to one another.
4. If neither of the horses dips their heads down before a foal is spawned, repeat steps 1, 2, and 3.
5. Take note as to whether or not horses and donkeys prioritize dipping their heads down over pathfinding to their lover.

Observed Behavior:

Horses and donkeys prioritize dipping their heads down over pathfinding to their lover.

Expected Behavior:

Horses and donkeys would prioritize pathfinding to their lover over dipping their heads down.
