The game started with all texture packs unloaded. And when I selected them back in and clicked done, it showed the red Mojang loading screen but told me then, the loading had failed. 
The said resource packs were working in 1.19.2, some predate 1.18 even and were fine in newer versions. Till the pre-release 1.
