The Bug:

Turtles spin constantly when underwater while being tempted by players.

Steps to Reproduce:

1. Enter a large area of water, summon a turtle, and obtain some seagrass.
2. Hold the seagrass in your hand so that the turtle is tempted by you.
3. Stand still, wait for around twenty seconds, and observe the turtle's behavior.
4. Take note as to whether or not turtles spin constantly when underwater while being tempted by players.

Observed Behavior:

Turtles spin constantly when underwater while being tempted by players.

Expected Behavior:

Turtles would not spin constantly when underwater while being tempted by players.
