Conduits placed via commands are waterlogged by default

      The Bug:

      Conduits placed via commands are waterlogged by default.

      This could be intentional since conduits require water in order to function, but I'm reporting it just in case.

      Steps to Reproduce:

      1. Summon a large area of conduits by using the command provided below.
        /fill ~1 ~ ~1 ~10 ~ ~10 minecraft:conduit
      2. Observe if the conduits are waterlogged by default.
      3. Take note as to whether or not conduits placed via commands are waterlogged by default.

      Observed Behavior:

      Conduits placed via commands are waterlogged by default.

      Expected Behavior:

      Conduits placed via commands would not be waterlogged by default.
