Every single Item has a hit countdown as if it was a sword, this includes everything from pickaxes to regular items like a stick, its stopping me from using tools like a pickaxe

I updated to the latest snapshot (23w18a) and opened up my world and went to mining in the nether, however upon trying to mine with my iron pickaxe it had the 'hit coundown' as if it was a sword and prevented me from mining

unfortunately I am unable to provide steps to recreate this as its a constant thing that does not require steps
