Spawning in the middle of an ocean is still possible, even though 21w42a's new world spawn selection algorithm was supposed to fix this.

      I loaded up a creative world in Minecraft 1.19, and on the seed I loaded into, I spawned on top of a ship in the middle of the ocean. According to the Minecraft Wiki, the 1.18 snapshot 21w42a fixed ocean spawns: "Reworked world spawn selection algorithm.

      Now spawns according to the same climate parameters that control biome placement and world generation: players should no longer spawn in the ocean or some other inconvenient locations like certain mountains biomes."

      Considering that this seed spawned me into the middle of an ocean anyway, the rework of the world spawn selection algorithm from 21w42a did not fully fix ocean spawns because on this seed, the algorithm thought that a shipwreck counted as actual land, even though it shouldn't.

      I think this seed is probably supposed to spawn you at about X: 240, Z: 240 in a forest island, as you can see from the Chunkbase seed map.
