Mending pickaxe Java 1.19.4 only mends halfway

      Enchanted diamond pickaxe with mending will not mend beyond 50%. If a maximum mending has been reached, even if it is 50% now for some reason, I won't gain XP on my XP bar.

      What I expected to happen was...:
      1. Mending enchantment on diamond pickaxe should mend beyond 1/2 to 100%, when enough XP is acquired. This should happen when it's in one or the other hand, as long as all other active mending equipment is 100%. This should also happen at a decently notable interval (i.e. taking no more than 2-3 kills/fish/mined XP-able blocks to show an increase in the tool's health).

      2. When I reach maximum capacity for a mendable item, as long as all other active mendable items are at 100%, I will pick up extra XP and it will go towards my XP bar. (Even if the rules have changed for mendable items - like, needing another enchantment, like unbreaking, to be able to mend beyond a certain point - the 'extra' XP should go into my XP bar.)

      What actually happened was...:
      When I mine XP blocks (coal/lapis/red stone) with the mendable pickaxe in my main hand, or when I use it in my off hand when fishing or killing mobs, it will only reach halfway XP. At that point, it will continue to "collect" XP (dip down the hand/tool animation), but it will neither boost the health of said item nor put the XP in my XP bar.

      I have tried this out multiple ways, fishing with my pickaxe in my off-hand, zombie farm with a sword and a pickaxe in my off-hand, and  mining XP blocks over and over and over with the enchanted tool in my main hand.

      I have spent close to two hours trying to figure out if there is something new I need to do. I have mending on my sword and my fishing rod, and they both mend 100%, but my mending pickaxe will not mend past half.

      I thought I needed to fully heal the pickaxe, since iI put mending on an older, almost broken, pickaxe, so I did, same results. I also created a mending + silk-touch, brand new, and it will not heal beyond 50%. When I had tried healing it before it got down to 50% it still wouldn't mend until it got below 50%, then only mend up to 50%.

      Steps to Reproduce:
      1. Got mending through villager enchantment book
      2. Applied mending to a previously enchanted efficiency (II? maybe III, it's currently at IV) diamond pickaxe . Also Applied mending through the same technique, with a silk touch book, no previous enchantments.
      3. Used fishing, mob farming, and mining XP blocks for XP collection.

      4. Logged into previous games I played before the update (I believe the last update was 1.18 something, I did not have 1.19), I have unbreaking on my mending tools, so, I can't replicate the issue, but those tools, after applying the update, go up in health just as quickly as my pickaxe in the new one without unbreaking (before the 50% mark), so, I don't believe unbreaking is apart of the equation. 

      It has never been this hard to get unbreaking before this last update since I last played, so it was usually the first enchantment on most of my items, and I can't find anything online about this being a thing, so, I am just perplexed at this point.
