/place works inconsistently when placing trees

      /place feature minecraft:birch_bees_0002 works anywhere

      /place feature minecraft:birch_tall requires soil.

       

      Steps to reproduce:

      1. Fly somewhere in creative mode
      2. Run /place feature minecraft:birch_bees_0002
      3. Note that it works
      4. Fly somewhere else
      5. Run /place feature minecraft:birch_tall
      6. Note that it fails unless you are above soil
