Reloading a creeper resets its current fuse value. A game event is emitted when the current fuse value is 0. As a result, the player can relog after igniting a creeper to allow a sculk sensor to finish its cooldown and activate based on the ignite game event twice.

I consider this a separate issue from the current fuse value not being saved to data as it relates to sculk sensors and the start of the creeper igniting rather than the total length of the fuse. While saving the current fuse value would fix this issue as well, I believe that this issue could be fixed on its own from both a technical and design perspective (for example, the reset fuse acting as a grace period).
