      Description:

During fishing when the bobber sinks, due to a fish being caught, the bobber sometimes sinks for more than 1 block, which invalidates the in_open_water check and prevents treasure from being caught.

      Steps to reproduce:

      1. Make a datapack that requires treasure, fish and junk to check if you are fishing in open waters. This should make it easier to test.

      2. Cast a Fishing Rod in a big enough water (just create a superflat world or an ocean single biome world)

      3. When a fish is caught reel the Fishing Rod in. If the bobber didn't sink for more than 1 block, repeat from step 2.

      4. When the bobber sinks for more than 1 block, you will reel in no item.

      Expected Results:

Treasure being catchable, even if the bobber sinks for more than 1 block.
