Walking near liquids causes stone footstep sounds to play

      In 1.19.4, walking near water or lava caused no footstep sounds to be played.

      However, in 23w12a, if you walk on the edge of water or lava, you will hear stone sounds. This is a new bug in 23w12a and did not occur in 1.19.4.
