The Bug:

Hay block piles can generate inside village structures.

Here is an example:

Seed: -7979010454089259359
Coordinates: /execute in minecraft:overworld run tp @s -365.53 69.06 -158.00 -135.49 19.59

Steps to Reproduce:

1. Generate a world with the seed provided above and teleport to the given coordinates.
2. Look closely at the hay block pile.
3. Take note as to whether or not hay block piles can generate inside village structures.

Observed Behavior:

Hay block piles can generate inside village structures.

Expected Behavior:

Hay block piles would not be able to generate inside village structures.
