When I place job blocks down (specifically lecterns and cartographer) the villager(s) do not link to it but rather freeze in place. Once I break the job block, one of the villager(s) will walk over to where it was placed. So they are "linking" to it but won't go to it? They link to their beds fine.

What I expected to happen was...:
the villager(s) would go to an available job block and reset trades.

What actually happened was...:
the villager(s) would freeze in place until the job lock is broken.

Steps to Reproduce:
1. Place job block
2. Causes villager(s) to freeze in place
3. Breaking job block unfreezes villager(s)
