Arrows of keyboard-focused packs in the pack selection screen are hovered when the mouse is outside of the pack entry

      A pack can be selected on the pack selection screen using keyboard navigation, making its arrows show over the pack icon. However, the arrows will change to their hover texture based on the mouse X position and not the mouse Y position using an incomplete check as the main pack hover check is skipped.

      To reproduce, simply select a pack using the keyboard. Then, hover the mouse over an arrow. Observe that the arrow turns blue, as is correct for hovering. Now, move the mouse below the pack. Observe that the arrow is still blue. Now, click the left mouse button. Observe that the pack does not move as pressing the arrow button normally would do.

      This bug has the potential to confuse the user as the hover texture does not match up with what actually occurs when the left mouse button is clicked. In addition, multiple buttons may appear to be hovered at the same time.
