Fireworks from the creative inventory do not have an associated explosion. These fireworks instead fizzle out with particles, but not the 'Firework blasts' sound event.
The game event emitted makes a sculk sensor emit maximum redstone power, which seems incongruent with the actual effect. This is the same game event emitted by a firework with an explosion.
Notes:
Per the resolution of MC-278819 into this report, this can cause sculk sensors to detect these empty fireworks 'exploding' (detecting the emitted game event).
Code analysis (Yarn mappings)
The FireworkRocketEntity#explodeAndRemove method calls the Entity#emitGameEvent method regardless of whether it has an explosion. The fizzle particles are determined by the FireworkRocketEntity#hasExplosionEffects method, which could also determine whether the game event is emitted.
