Suspicious Sand obtained in creative menu, or through pick-blocking, does not produce Pottery Shards when placed and brushed, even if placed in survival. I also tried the debug stick to see if I could "activate" the sand, they way you can activate Skulk Shriekers with the debug stick, but the only data you can alter is the level of brushing the sand has.
