Sniffers panic when receiving fall damage

      The Bug:

      Sniffers panic when receiving fall damage.

      This is not the case with similar passive mobs such as cows, pigs, sheep, etc...

      Steps to Reproduce:

      1. Summon a sniffer in the air by using the command provided below. 
        /summon minecraft:sniffer ~ ~10 ~
      2. Observe the sniffer's behavior as it receives fall damage.
      3. Take note as to whether or not sniffers panic when receiving fall damage.

      Observed Behavior:

      Sniffers panic when receiving fall damage.

      Expected Behavior:

      Sniffers would not panic when receiving fall damage.
