If you summon a block display like this

/summon minecraft:block_display ~ ~ ~ {block_state:{Name:"minecraft:oak_planks"}}

then set a tag 

/tag @e[distance=0..1,type=minecraft:block_display] add tp

and then you go away like 4 or more chunks and you tp the block display

/tp @e[tag=tp] ~ ~ ~

the block display will start blinking
