The Bug:

Sitting camels that have passengers continuously look up and down for other players.

Please note that this problem cannot be seen by the client that's steering the camel; it is only visible for clients that aren't steering the camel.

Steps to Reproduce:

1. Summon a camel with a saddle equipped on it by using the command provided below.

   /summon minecraft:camel ~ ~ ~ {SaddleItem:{id:"minecraft:saddle",Count:1b}}

2. Get two players and label them "Player A" and "Player B".
3. Get "Player A" to mount the camel and have "Player B" look at the it from a distance.
4. Have "Player B" watch closely as the camel constantly attempts to look at its rider.
5. Take note as to whether or not sitting camels that have passengers continuously look up and down for other players.

Observed Behavior:

Sitting camels continuously look up and down for other players.

Expected Behavior:

Sitting camels would not continuously look up and down for other players.
